Cross-border preparation

Japan data licensing preparation guide

Prepare APPI foreign-recipient and information-category questions alongside a Japanese dataset’s rights and quality evidence.

Classify the information carefully

Japan’s Personal Information Protection Commission publishes the APPI, guidance, and questions and answers. Ask counsel which information categories apply to the proposed corpus rather than translating every de-identified dataset into a generic anonymous label. Keep records of what was removed, what remains linkable, and what the buyer could combine with other sources. A changed identifier or a blurred filename does not by itself establish the legal status of the remaining material.

Review the foreign recipient route

The PPC’s APPI questions and answers explain requirements for providing personal data to a third party in a foreign country, including consent and specified exceptions. Prepare the destination, recipient safeguards, purpose, retention, and onward-access details for a Japan-specific review. Do not assume that a domestic third-party provision analysis or an EU contract automatically answers the foreign-recipient question. Preserve the original Japanese notices and contributor terms so reviewers can examine the actual language.

Show useful corpus detail without overclaiming

For Japanese text or speech, describe segmentation, script variants, furigana handling, speaker labels, OCR accuracy, and domain coverage where relevant. Verify rights for publisher content, commissioned recordings, and annotation contributions separately. Give the laboratory a schema, synthetic records, and quality measurements before sharing real personal data. Clarify whether the proposed licence includes training general models, restricted-domain fine-tuning, evaluation, or redistribution; these are materially different commercial asks.

  • Document the APPI category assessment for each release version.
  • Ask counsel to verify the current foreign-third-party transfer route.
  • Maintain source permissions and exclusions in the original language.
  • Agree how changing recipients or purposes triggers a fresh review.

Review before release

Sources reviewed on 19 October 2026. This is a preparation checklist, not legal clearance, tax advice, or confirmation that an AI lab accepts suppliers from this jurisdiction. Ask qualified local counsel to review the actual dataset, collection history, proposed training purpose, recipient, and current rules before releasing personal data.
